When you don't need the anonymity of TOR but would still like all the good features of Privoxy like filtering flash, banners and spyware applications, there is a way to use Privoxy without TOR. Here is how to do it in 3 simple steps:

2) Right click the Privoxy icon and choose Edit.. -> Main Configuration. When the text configuration file pops up, delete the first line reading
"forward-socks4a / localhost:9050". Save the file.

3) Exit Privoxy and Restart it.

Voilá. Privoxy without TOR, yet an awesome internet ad filter.
